Open to Active COSA Members Exclusively

COSA is offering a Superintendents Leadership Institute for new, new to Oregon, and second year superintendents for the 2013-2014 school year.  Veteran Oregon educators and superintendents and COSA staff will direct this year’s efforts.  


Topics presented by Oregon's leading superintendents are: Strong Board and Administrative Team Relations, Negotiations, Goal Setting, Alignment of Resources, Organizational Trust and Culture, Student Achievement, and Instructional Leadership.


As part of the 2013-2014 COSA Superintendents Institute, you are automatically registered for the upcoming SB 290 Summit for Administrators (August 12-13, 2013 - The Resort at the Mountain, Welches), 2013 Oregon School Law Conference (December 4-6, 2013 - Hilton, Eugene) and the 2014 OACOA/OASE Winter Conference (Jan. 30-Feb. 1, 2014 - Salishan, Gleneden Beach) at no additional cost. The Institute meets during each of these conferences. Lodging and travel costs are not included in this package.


Portland State University has partnered with COSA to offer four Graduate Credits toward the Continuing Administrators License (CAL).  The COSA Superintendents Institute hours may be applied to the field experience hours required for the CAL.

Jerry Colonna, recently retired as Superintendent of Beaverton School District, is joining the workshop discussions and serving as a mentor resource for superintendents in the COSA Institute.

Executive Summary



To provide beginning Oregon Superintendents an opportunity to create a collaborative learning network focused on key leadership skills and practical strategies to help improve their individual school districts.  Participants will attend a series of workshops throughout the 2013-2014 school year, scheduled in conjunction with key COSA events and conferences.



Each of the workshops listed below will be organized around a presentation related to a designated leadership topic.  Perspectives unique to ESD’s and districts of varying sizes will be included in each workshop. Following each presentation, time will be provided for participants to ask questions as well as to share immediate concerns and strategic issues with experienced Superintendents.  All participants will have the opportunity to share district- and ESD-specific procedures and processes for feedback from experienced Superintendents.  Those participants who wish to earn 4 graduate level credits toward the Continuing Administrative License (CAL) must register through Portland State University. The COSA Institute hours may be used as part of the field experience required for the CAL credits.
