Cybersecurity in Review: Public and Private Sector Perspectives on Securing our Communications Networks
The FCBA Privacy and Data Security Committee will hold a CLE on Tuesday, September 23 from 6:00 – 8:15 p.m. entitled Cybersecurity in Review: Public and Private Sector Perspectives on Securing our Communications Networks. This program will be held at Arnold & Porter LLP, 555 12th Street, NW.
In the wake of a number of high-profile cybersecurity events -- from the Heartbleed bug to the Target breach -- cybersecurity has become a red-hot issue in Washington, DC. On June 12, 2014, in an address delivered at the American Enterprise Institute, Federal Communications Commission (“FCC”) Chairman Tom Wheeler announced a major cybersecurity initiative at the FCC to create a “new paradigm for cyber readiness” in the communications sector. The Chairman’s announcement follows on the heels of a number of other important, ongoing cybersecurity initiatives within the federal government. In 2013, President Obama issued his cybersecurity Executive Order, which outlined a framework for a voluntary, incentive-based cybersecurity regime. Last year, the House passed the Cybersecurity Information Sharing and Protection Act (“CISPA”), and the Senate is currently considering a number of companion bills. On September 23, join the FCBA’s Privacy and Data Security Committee to discuss these and other issues, including how the private sector addresses a rapidly evolving array of cybersecurity threats.

6:05 – 7:05 p.m. A “New Paradigm” for Cybersecurity: A Presentation on the FCC’s Role in Communications Security and Reliability
From the halls of Congress to the 8th floor of the FCC, cybersecurity has become a trending topic in Washington. On June 12, 2014, FCC Chairman Tom Wheeler announced a major new initiative designed to create a “new paradigm for cyber readiness” in the communications sector. To that end, the Chairman appointed a new Public Safety and Homeland Security Bureau Chief, created the new position of Chief Counsel for Cybersecurity, and mobilized the Commission to improve information sharing, promote best practices, and explore opportunities for investment in cybersecurity. However, the Chairman's plan is not without detractors who are wary of the FCC playing Cyber Cop. Join a panel of FCC and interagency leaders to discuss the Chairman’s announcement and the FCC’s role in cybersecurity.

While Congress, the White House, DHS and the FCC all continue to work on programs and policies to mitigate cyber risk, the private sector must deal with the reality of cyber threats and incident response on a regular basis. But how can industry stay ahead of malicious hackers and cyberterrorists who are constantly adapting their methods to compromise systems and networks? This panel of industry experts will discuss the most common cyber risks to communications networks, best practices for risk management, and new tools -- such as cyberinsurance -- that businesses are leveraging to protect themselves in the event of a cyber attack.
