This program will be held at Squire Sanders (US) LLP, 1200 19th Street, NW.In February 2012, Congress enacted The Middle Class Tax Relief and Job Creation Act of 2012, containing landmark provisions to create a much-needed nationwide interoperable broadband network that will help police, firefighters, emergency medical service professionals and other public safety officials perform their critical jobs. The legal framework for this network, which is to be based on a single, national network architecture, is the new "First Responder Network Authority" (FirstNet), an independent authority within NTIA. This CLE program will be presented in two parts: the first portion will focus on the federal participants in FirstNet (NTIA, FCC, DHS), statutory requirements for FirstNet, and the current status of federal efforts. Part two of the program will focus on state and private sector participation in FirstNet. The program will feature official FirstNet and other government representatives, along with public safety experts who are working on various aspects of the FirstNet project.Registrations and cancellations due by 12:00 Noon, Friday, April 26, 2013.AGENDA6:00 – 6:05 p.m. Welcome and Introduction6:05 – 7:05 p.m. The Federal Framework for FirstNetModerator:Frederick (“Rick”) Joyce, Chair, Venable Telecommunications Group; Co-Chair, FCBA Homeland Security and Emergency Communications CommitteeSpeakers:Jamie Barnett, Co-Chair, Venable Telecommunications Group; Former Chief, FCC Public Safety and Homeland Security BureauUzoma Onyeije, Secretary, First Responder Network Authority (“FirstNet”)Office of Emergency Communications, U.S. Department of Homeland Security (speaker to be named)7:05 – 7:15 p.m. Break7:15 – 8:15 p.m. The Role of States and Localities in FirstNetModerator:Trey Forgety, Director of Government Affairs, NENA: The 911 AssociationSpeakers:Jeffrey S.
