The FCBA State and Local Practice Committee will hold a CLE on Tuesday, October 8 from 6:00 – 8:15 p.m. on “Appealing the FCC’s Transformation Order:  Challengers and Defenders Hone Their Arguments for the Tenth Circuit.”  This program will be held at a location to be determined in Washington, DC.

Hear from the key participants in the Tenth Circuit challenge to the FCC’s reform of universal service and intercarrier compensation.  Panelists will briefly summarize their arguments, identify the critical issues, and highlight the facts and precedents that are most likely to determine the outcome.  With the oral argument schedule for November, this will be a timely and fascinating presentation for anyone following the Tenth Circuit case.

Panel One will include representatives of the FCC and major carriers who are defending the FCC’s order.  Brooks Harlow will moderate.  Panel Two will include representatives of state commissions, price cap and rate of return ILECs, wireless, and cable/CLEC providers.  Katherine Marshall will moderate.
