The FCC’s New Data Tools

The FCBA Access to Government Committee will hold a CLE on Thursday, November 4, 2010, from 6:00 – 8:15 p.m. on the FCC’s New Data Tools. This event will focus on several of the newest systems for gathering and analyzing information from the FCC’s public databases. Panelists will demonstrate and discuss the FCC’s forthcoming Consolidated Licensing System (“CLS”) and License View System, as well as recent enhancements to the Spectrum Dashboard. Advanced capabilities of the Commission’s Electronic Comment Filing System v.2 and RSS feeds will also be covered. This CLE will be held at Bingham McCutchen LLP, 2020 K Street, NW.
This CLE was approved for 2.0 MCLE credits by the VA and CA State Bars.

6:00 – 6:05 p.m. Welcome and Introductions
6:05 – 7:05 p.m. Topic I: The Consolidated Licensing System
The Federal Communications Commission is engaged in a long-term initiative to combine its various licensing and authorization systems into a single, consolidated licensing system (the “CLS”). The purpose of this initiative is to develop a unified electronic platform that is scalable, flexible, transparent, easy to use, and consistent with the Commission’s commitment to data driven and fact-based decision making. Eventually, the new system will replace the Universal Licensing System (used by the Wireless Telecommunications Bureau and the Public Safety and Homeland Security Bureau), the International Bureau’s filing system, the Experimental Licensing System (used by the Office of Engineering and Technology), the Consolidated Database System (used by the Mass Media Bureau) as well as various other systems currently in use. The Office of the Managing Director, which is leading the Commission’s efforts, will demonstrate a prototype of the CLS user interface.

7:15 – 8:15 p.m. Topic II: Spectrum Dashboard, License View and ECFS v.2
The Commission recently introduced a number of new research tools that open up access to Commission data sources like never before. The Spectrum Dashboard is a new user interface that simplifies wireless spectrum research by allowing users to search by spectrum band, geography, or by the Table of Frequency Allocations to determine how spectrum is used and licensed in any particular area. Researchers may also use the Commission’s new License View system to quickly tally license holdings by category or carrier. Finally, the Commission’s new and improved Electronic Comment Filing System enables users to search docketed proceedings for petitions, comments, pleadings and orders, among other things, and to monitor docket activity using RSS feeds. Each of these systems will be demonstrated.
