General Announcement

Congressional Budget Resolution Approved

NASL, 5/13/2015

Congress this week approved the Budget Resolution for Fiscal Year 2016, which sets a path towards a balanced budget in 10 years.  It sets forth budgetary levels for fiscal years 2017 through 2025, and a recommendation that Congress address the problem of “government overspending and rising debt.”

The agreement provides a path through reconciliation to repeal the Affordable Care Act, and to replace it with a series of measures that encompass market changes and patient-centered reform.  It also proposes $567 billion in Medicare Program savings, and tasks the committees of jurisdiction with determining the specific reforms needed to bring spending levels under current law in line with the budget.  The Medicare-related committees must produce legislation that achieves $1 billion in savings over 10 years.  The legislation must be submitted to the Budget Committees by July 24.
