William Taylor, Legal Counsel
Bill Taylor is a member of the Alexandria, Virginia law firm of Taylor & Powell, PLLC. For over 30 years, Bill has helped petroleum marketers deal successfully with a full range of issues, including the Petroleum Marketing Practices Act, environmental laws and regulations, antitrust and franchise issues, and business transactions, including acquisitions and supply contract issues. Bill and his partner, Russ Powell, serve as legal counsel to the National Association of Shell Marketers and the Mid-Atlantic Petroleum Distributors Association, and edit and publish the Digest of Decisions Under the Petroleum Marketing Practices Act (available online at www.pmlis.com). Bill has also served as President of the Association of Oil Marketer Attorneys and as Vice Chairman of the American Bar Association's Committee on Oil Refining and Marketing. Bill received a Bachelor of Arts Degree from Wake Forest University in 1970, and a Juris Doctor Degree from the University of North Carolina Law School in 1973. He is a member of the bars of North Carolina, Virginia, South Carolina and the District of Columbia. He is also admitted to the bar of the United States Supreme Court and to numerous Federal District Courts and Federal Courts of Appeal. Bill’s fellow attorneys have given him the highest rating ("av") for attorneys, as reflected in Martindale-Hubbell, the national attorney directory.
Tom West, President, Retired
Tom West was the Executive Director/President from 1980 – 2007. He previously served over 25 years as an Air Force officer, culminating with nine years of assignments in Washington, DC (1970 -1979) with Air Force Headquarters and the Office of the Secretary of the Air Force, where his duties included the preparation of Congressional testimony, attendance at Congressional hearings, dealing with Congressional members and staff, and as a member of the Secretary of the Air Force Personnel Council. Tom received a Bachelor's Degree in Business Administration from Florida State University and a MBA from Syracuse University. He also completed the National Security Management Course of the Industrial College of the Armed Forces (ICAF).
His duties with the Air Force and education prepared him well for his job as Executive Director and President of this and predecessor associations (the National Association of Texaco Wholesalers and the National Association of Texaco and Shell Marketers). Over the next 27 years, NASM and its members benefited and prospered under his leadership. One of Tom’s first responsibilities with the organization was helping Texaco consignees convert to supply contracts with Texaco and navigate the complex government regulations. In addition, based on the testimony of the National Association of Texaco Wholesalers (NATW) and its members, Texaco wholesalers and consignees were awarded millions in U.S. Department of Energy refunds for overcharges during government controls of the 1970's and 1980. More recently, he was involved in helping Shell wholesale distributors build the Shell brand and convert over from the Texaco brand. Tom was married for 48 years to the former Mozelle Joiner, of Adele, GA, who passed away in 2004. He has 3 sons and one daughter, as well as several grandchildren. He is an avid golfer and frequently travels to the Southeast to visit friends and relatives.
