12 CPE and satisfies requirements for Certification by the Treasurer's Association of Virginia and VGFOA Certificate Program Debt Management requirement. A certificate exam will be given immediately after the end of the class.

Objective

This course is built on the exam specifications for the GFOA CPFO Debt Management exam. It  covers topics such as establishing debt policy, the determinants of municipal bond interest rates, capital financing methods, bond security, structuring and sizing a bond issue, credit quality and ratings, underwriting and selling of bonds, assessing refinancing opportunities, and continuing disclosure requirements.

It has four main sections as follows:  Overview of municipal debt market, capital financing methods, the bond sale, and general debt management.
