Challenges to IRS Regulation of Tax Return Preparers

Allen Buckley has been counsel to two cases challenging PTIN
fees. He has aided the Institute for Justice with respect to the Loving case
that challenged the IRS testing and annual CPE requirements of persons who are
not CPAs, attorneys, or enrolled agents. Mr. Buckley will describe the status
of the litigation, his view of the lawfulness of the regulations and potential
outcomes.
