Generally, the brand rules dictate how to handle transaction presentments and subsequent chargebacks between the issuer, acquiring financial institution, and merchant. Some rules overlap with Regulation E provisions (e.g., zero cardholder liability). Regulation E governs the relationship between card-issuing financial institutions and consumer accountholders. It’s the go-to reference for compliance when handling debit card disputes. Do the rules conflict, or are they complementary?
