Police Liability-Hot Topics in Law Enforcement Liability under Sec.1983: What Every Municipal Lawyer Should Know

Description: Whether you are a defense lawyer or legal advisor, this webinar will help you to stay current on recent developments in police liability under 42 U.S.C. § 1983. After a brief refresher on claims and defenses, the program will turn to recent developments: consensus policies on use of force; chokeholds and neck restraints after George Floyd; de-escalation and use of force against emotionally disturbed subjects; the latest on shooting at vehicles and vehicular pursuits; best practices on the use of force during protests and demonstrations; restrictions on no-knock warrants after Breonna Taylor; and the duty to intervene to prevent the misconduct of others. Bio: 

Wayne C. Beyer is an experienced trial lawyer, author, presenter, and former federal official and administrative appeals judge. Mr. Beyer has been lead counsel in 300-350 police misconduct and corrections cases and dozens of jury trials as assistant corporation counsel (later called assistant attorney general) for the District of Columbia, and before that as outside counsel to New Hampshire’s Property and Liability Insurance Trust. He is the author of law review and magazine articles and the 1540-page treatise and handbook Police Misconduct: A Practitioner’s Guide to Section 1983 (JURIS 2018), available at a discount to attendees of this program at http://www.jurispub.com/Bookstore/Civil/Police-Misconduct.html In addition, he has been a presenter on § 1983 at national programs for Georgetown University Law Center, the Defense Research Institute, the American Bar Association, the Federal Judicial Center (for District and Magistrate Judges), and 75 national webinars. As an administrative appeals judge and chief judge for the U.S. Department of Labor and as a member of the Federal Labor Relations Authority, Mr. Beyer rendered about 750 final decisions for the Executive Branch of the U.S. Government. He is a member of the N.H. and D.C. Bars and holds degrees from Dartmouth College, Harvard University, and Georgetown University Law Center.
