Public Records Responses: Then and Now
Description: Hilary Ruley has worked in Baltimore’s Public Records Response process for over 15 years. In this presentation, Hilary will discuss key and current legal cases on body cameras. This presentation will also discuss video redaction and some of the practical challenges of being an attorney involved in the public records process.

Hilary Ruley is a Chief City Solicitor for Baltimore City. She has been in the General Counsel Division of the City’s Law Department for over ten years, advising agencies, reviewing city and state legislation and overseeing responses to Public Information Act requests. She was previously a litigator in private practice for several years and clerked for the Honorable Judge James Eyler on the Maryland Court of Special Appeals. She obtained her J.D. and B.S. degrees from the University of Notre Dame and is licensed to practice law in Maryland and the District of Columbia. She is the recipient of the Maryland Bar Association’s 2007 Alex Fee Memorial Pro Bono Service award and the International Municipal Lawyer’s 2014 William I. Thorton, Jr. Faculty Award.
Since 2007, Ms. Jen Snyder has helped GovQA become one of the fastest-growing private GovTech software companies in Illinois. During her time at GovQA, Jen called on over 2,000 contacts in state and local governments. This allowed her to discuss government technology with state and local government influencers. Because of this experience and her continued curiosity and research into government technology, Jen was positioned perfectly to become our Chief Evangelist.
As Chief Evangelist at GovQA, Jen focuses full time on guest speaking, moderating, and small group discussions at government-focused roundtables, blogs, podcasts, and webinars. She is interested in thought-provoking discussions and best-practice working sessions with folks at all levels of state, city and county government across the U.S., especially around the topics of trends in public records workflows, legal affairs, and communications. Jen always keeps an eye out for new technology solutions that can solve the challenges faced by state and local governments.
