Tiny Homes

With the rising cost of rent and homeownership and housing shortages, some have turned to living in tiny homes as their solution. For many, tiny houses represent a cheaper, eco-friendly option. For local governments, the growing popularity of tiny homes presents challenges from inspections to ensuring compliance with building and zoning regulations. This webinar is intended to aid local government attorneys navigate the complex array of issues tiny homes generate. Additional topics may be included.

James A. McKechnie, Deputy City Attorney, joined the City of Wichita Falls in 2012. He became an IMLA Local Government Fellow in 2019. He serves as lead counsel for all issues involving land use, zoning, eminent domain, and real estate for the City of Wichita Falls. He is licensed in the United States Supreme Court, the United States 5th Circuit, the Northern District of Texas, and all state courts in Texas. McKechnie earned his Bachelor of Arts (B.A.) in Political Science from St. Edward’s University and Doctor of Jurisprudence from South Texas College of Law

Terry Floyd began work as the Director of Development Services for the City of Wichita Falls, Texas, in September 2019. As the Director of Development Services, Floyd oversees a staff of 38, including the City of Wichita Falls Planning, Building, Code Enforcement, and Neighborhood Services Divisions. These divisions serve development of the city in many capacities, including long-range planning and special project initiatives.

Prior to taking the position with the City of Wichita Falls, Floyd served for over seven years as the Development Coordinator for the City of Norman, Oklahoma. Prior to working in Norman, Floyd also served for over four years in the City of El Reno, Oklahoma, as the Director of Community Services.

As Development Coordinator for the City of Norman, Floyd assisted in all forms of retail, residential and industrial development from the City Manager’s Office. Floyd also worked to streamline development processes and serve as a development liaison between the City and the private sector. Floyd also worked with staff to develop the City of Norman’s first tiny home ordinance to allow for zoning and construction policies for tiny homes in the city.

Floyd earned his Bachelor of Science (B.S.) in Mass Communications from Northwestern Oklahoma State University and Masters of Public Administration (MPA) from the University of Oklahoma.
