Transportation Network Companies (TNCs) – Legislative, Litigation & Policy Update

Speakers:  Pasqualino "Pat" Russo and Jasmine Le Veaux,  Windels Marx Lane & Mittendorf, New York, NY

Transportation Network Companies (TNC) and the use of smartphone applications to deliver for-hire ground transportation services has disrupted the marketplace and the regulatory structure both in the United States and around the world.   This webinar will present transportation law experts who will cover legislative and litigation developments in this area, to assist municipal lawyers in understanding the current and changing regulatory paradigm.  Insight will be provided into policy issues that may affect the future of these new regulations and the disruption movement.

Speaker Bios:

Pasqualino "Pat" Russo: Mr. Russo’s practice focuses on integrity and oversight, integrity monitoring, and corporate governance, and counseling clients on a broad range of matters including regulatory compliance, fraud investigations, strategic planning, procurement, litigation, administrative law and public policy.

In the fifteen years prior to joining Windels Marx in 2012, Mr. Russo served a range of New York City and State public interests in varied capacities.  Most recently, he served as Inspector general at the NYC Department of Investigation.  Prior to joining DOI, Pat served as an administrative law judge, appellate judge, and Chief Judge of the NYC Taxi and Limousine Commission.  Prior to his service at the TLC, Pat served as a Special Assistant Attorney General and General Counsel to the NYS Welfare Inspector General.

Mr. Russo is a member of the MTA Inspector General Management Advisory Board.  He is also an Adjunct Professor in the Masters in Public Administration Program at John Jay College of Criminal Justice.

Mr. Russo serves as the Treasurer of the Association of Inspectors General and is a Past President of the Bay Ridge Lawyers Association, and is a member of the Federal Bar Council and the Government Ethics Committee of the New York City Bar Association.

He has a J.D. from Brooklyn Law School and a B.A., cum laude, from Brooklyn College.

 

Jasmine Le Veaux is a seasoned litigator, focusing on the areas of complex commercial litigation as well as employment and labor law. She has represented companies and individuals in commercial contract disputes, and State Department of Labor audits, investigations and hearings. She has extensive experience in motions practice; helping clients obtain successful

judgments or settlements to litigation matters prior to trial.

 

Ms. Le Veaux has also represented debtors in bankruptcy-related litigation, particularly with respect to preference claims and Federal and State WARN Act violations.

 

As a member of the transportation practice group, Ms. Le Veaux counsels clients on regulatory compliance and various types of transportation-related agreements, contractual disputes and

procurements. In addition, she drafts and analyzes proposed legislation and regulations on behalf of clients for compliance with Federal and local laws relevant to the transportation

industry.
