Animal Law- Effective Animal Ordinances-Dealing with Nuisances

Safe and humane communities are a priority. Have you examined your animal services ordinances to ensure they effectively address real not perceived nuisances?  Are they written so they can't be weaponized in petty neighborhood arguments wasting the time of your field services workers?  We will examine some creative habitual nuisance ordinances and provide examples of creative solutions to your animal issues.

Speakers: Ledy VanKavage and Katie Barnett

Katie Barnett is a graduate of the University of Kansas School of Law. During law school she worked for Best Friends Animal Society and as a legislative attorney upon graduation. After traveling across the country working with animal shelters and local governments, Katie opened Barnett Law Office in Lawrence, KS, in 2012, where she focuses animal law and municipal law; representing pet owners, municipalities, nonprofit and municipal animal shelters, and training law enforcement on animal issues.

Ledy VanKavage is the Senior Legislative Attorney for Best Friends Animal Society located in Kanab, Utah and a member of the ISBA’s animal law section. Before coming to Best Friends Ledy was the Senior Director of Legislation and Legal Training for the ASPCA. She has helped spearhead the passage of over 50 humane state bills during her lobbying tenure and is also a past Chair of the American Bar Association’s Animal Law Committee.  Ledy is the recipient of the ABA’s Excellence in Animal Law award for 2014, the 2018 Wallace Award from the Wallace the Pitbull Foundation, and Excellence in a State Campaign award from the Women in Government Relation’s Association. She is a co-author of the USDOJ publication, “The Problem of Dog Related Incidents and Encounters” and is an instructor for the Illinois Law Enforcement Training and Standards Board.
