Electronic Signatures in Government Contracting

Description: This webinar will include a brief overview of the Electronic Signatures in Global and National Commerce (ESIGN) Act, and the Uniform Electronic Transactions Act (UETA). Discussion will then focus on the experiences of Montgomery County, Maryland, and Philadelphia, Pennsylvania, in adopting electronic signatures for use with commercial contracts, including integration with existing contracting procedures, record retention policies, lessons learned and recommended practices.

Speakers: Phillip Bullard and Trevor Ashbarry

Speaker Bio’s

Phillip Bullard is a Senior Attorney in the Commercial Law Unit of the City of Philadelphia Law Department, where he negotiates IT contracts and advises clients on procurement law and polices.  He received his JD from the University of Pennsylvania.

Trevor Ashbarry is the Chief of the Division of Finance and Procurement for the Office of the County Attorney for Montgomery County, Maryland.  He assists the County’s Office of Procurement and various County departments in the negotiation and administration of County contracts as well as providing advice to the County’s Department of Finance.  He earned his JD from the University of Maryland School of Law.
