- Overall course objective is to provide the students with an understanding of the basic principles of T&E, skills in applying those principles to system development programs, and a basic ability to conduct effective and efficient T&E planning.
- Desired Learning Outcomes for each module are as follows: (sections referred to are keyed to the student notebook)
Section 1: To gain a better understanding of what T&E is and why its importance among government agencies and private industry has continued to increase over the last three decades.
Section 2: To understand the various roles T&E can and should play in the business, programmatic and technical dimensions of each acquisition program.
Section 3: To learn how the basic T&E policies of “try before buy” have come to be implemented in system development programs and the challenges the program planners face in implementing them smartly.
Section 4: To learn how the evolving top level business, programmatic and technical planning for a program is captured in program documents and the importance of those documents to the success of the T&E program.
Section 5: To improve skills in recognizing system performance requirements that are well written from the perspective of the T&E manager who will be responsible for assessing their achievement. (Group exercise included)
Section 6: To learn the major principles involved in planning an effective and efficient T&E program, and the “lessons learned” from past programs.
Section 7: To gain a better understanding of the current thinking and latest techniques for testing computer software embedded in systems.
Section 8: To gain a better understanding of forecasting resource requirements to support the test planning effort and to learn about the major T&E ranges and test facilities operated by the U.S. Defense Department, how to plan for their use and how government downsizing and outsourcing are likely to affect them in the future.
Section 9: To improve skills in coordinating top level planning for a T&E program among the program participants, and capturing that planning in a T&E Master Plan. (Group exercise included.)
Section 10: To become knowledgeable about the Congressionally mandated Live-Fire T&E requirements and how they have been implemented in Defense system development programs.
Section 11: To learn about the current thrusts and challenges in planning and executing T&E programs, such as cyber T&E, interoperability testing, and use of statistical tools.
