Matt Sawyers, Executive Director

Matt Sawyers, Executive DirectorSawyers is an experienced executive administrator in the non-profit and public sectors and most recently served as the executive director of the Kentucky Oil and Gas Association (KOGA), representing domestic oil and natural gas producers and associated industries in legislative, regulatory, and community affairs. Prior to his role with KOGA, Sawyers served in senior leadership under Kentucky Governor Steve Beshear. During his tenure in state government, Sawyers successfully implemented multiple public-private partnerships, directly managed state agencies, and oversaw numerous projects including a groundbreaking dental program for children from KY’s Appalachian region, the development of KY’s longest rail-trail project, and the inaugural running of KY’s first NASCAR race.

LaTonya Jackson, Operations Manager

LaTonya Jackson, Operations ManagerLaTonya is an experience hospitality professional with an emphasis in hotel operations management as well as hotel sales and marketing. Since starting her career after graduating from the University of Kentucky with a degree in Hospitality Management and later Sullivan University with an MBA, she held various hotel Director of Sales & Marketing titles and later hotel General Manager roles in nationally recognized branded hotels. She has a passion for helping people from all walks of life personally and professionally. As the Operations Manager, she is most thrilled about meeting every NASM Member and working with members to grow the Shell brand!

Al Alfano, Legal Counsel

Al Alfano, Legal CounselAl is a member of Bassman, Mitchell, Alfano, and Leiter, Chtd., of Washington, D.C. Since leaving the Justice Department in 1983, Al has devoted his entire practice to representing petroleum marketers, many of whom are branded Shell. His practice covers all aspects of petroleum marketing, including contract preparation and review, counseling marketers on price, PMPA issues, environmental matters, service station purchases and sales, other business issues, and litigation. Al is quite familiar with Shell’s supply and incentive contracts with its marketers, its branding requirements, and the issues most commonly confronted by Shell marketers throughout the Nation. As counsel for PMAA, Al has also stayed abreast of the regulatory matters that affect petroleum marketers, including the RFS, credit card processing and other transactions, labor issues, such as the “joint employer rule,” PCI requirements, and environmental laws and regulations. Al has appeared as a speaker at numerous petroleum industry meetings, including SIGMA, PMAA, OPIS-sponsored and other seminars, and various state and regional petroleum associations.

Tom West, President, Retired

Tom West was the Executive Director/President from 1980 – 2007. He previously served over 25 years as an Air Force officer, culminating with nine years of assignments in Washington, DC (1970 -1979) with Air Force Headquarters and the Office of the Secretary of the Air Force, where his duties included the preparation of Congressional testimony, attendance at Congressional hearings, dealing with Congressional members and staff, and as a member of the Secretary of the Air Force Personnel Council. Tom received a Bachelor’s Degree in Business Administration from Florida State University and a MBA from Syracuse University. He also completed the National Security Management Course of the Industrial College of the Armed Forces (ICAF).

His duties with the Air Force and education prepared him well for his job as Executive Director and President of this and predecessor associations (the National Association of Texaco Wholesalers and the National Association of Texaco and Shell Marketers). Over the next 27 years, NASM and its members benefited and prospered under his leadership. One of Tom’s first responsibilities with the organization was helping Texaco consignees convert to supply contracts with Texaco and navigate the complex government regulations. In addition, based on the testimony of the National Association of Texaco Wholesalers (NATW) and its members, Texaco wholesalers and consignees were awarded millions in U.S. Department of Energy refunds for overcharges during government controls of the 1970’s and 1980. More recently, he was involved in helping Shell wholesale distributors build the Shell brand and convert over from the Texaco brand. Tom was married for 48 years to the former Mozelle Joiner, of Adele, GA, who passed away in 2004. He has 3 sons and one daughter, as well as several grandchildren. He is an avid golfer and frequently travels to the Southeast to visit friends and relatives.
