Minnesota’s Legal and Services Response for Human Trafficking

March 29

Presenters*: Caroline Palmer, JD, Safe Harbor Director, Minnesota Department of Health; Paula Schaefer, Safe Harbor Training Coordinator, Minnesota Department of Health

Minnesota passed Safe Harbor legislation in 2011, decriminalizing sexual exploitation for children and youth. In the years since the state has built a coordinated response with law enforcement, prosecutors, government agencies, health care providers, community organizations, and others responding to sexually exploited youth in Minnesota. There is still much to be done, however, in particular addressing the cultural and intersectional systemic racism and oppression human rights issues that allow trafficking and exploitation to flourish. This training will cover the general landscape of human trafficking in Minnesota, including the relevant state and federal laws, as well as current prevention and intervention efforts. In addition, the speakers will address how attorneys can use this information in their practices, and/or how they can get involved with groups working on this issue.

*Presenter Bios:

Caroline Palmer
Caroline Palmer, JD, recently joined the Minnesota Department of Health. As the Safe Harbor Director she oversees the statewide coordination of a multidisciplinary response to support victim/survivors of trafficking and exploitation. Before coming to MDH, Palmer spent 10 years as the Public and Legal Affairs Manager at the Minnesota Coalition Against Sexual Assault. She also served as the Pro Bono Development Director at the Minnesota State Bar Association and as Staff Attorney at the Minnesota AIDS Project. She is a graduate of Hamline University School of Law and Barnard College. 

Paula Schaefer
Paula Schaefer is the Safe Harbor Training Coordinator, with the Minnesota Department of Health. She provides training and technical assistance for grantee agencies who work with sexually exploited/sex trafficked youth. She also provides statewide training for service providers, system professionals, and communities on trauma-informed care, prevention of sexual exploitation, and on Safe Harbor services. Schaefer was a consultant for community and residential based services in the child welfare and juvenile justice systems throughout the U.S and Canada, and worked as a practitioner with children and adolescents for many years.
