Please join the Homeland Security & Defense Task Force for an engaging discussion with Mr. James McCament who leads the Office of Legislative Affairs at U.S. Citizenship & Immigration Services. We look forward to hearing about the unique role of USCIS in administering the nation’s immigration laws, how the President’s Executive Orders are impacting the agency, and the potential for another surge of unaccompanied children crossing the border this summer. Immigration is often one of the top concerns among members of Congress and the Office of Legislative Affairs helps provide prompt responses to constituent concerns. In addition, it plays a leading role to inform Congress of potential implications of proposed legislation on the operations of the agency.

About the career of Mr. James McCament, Chief, Office of Legislative Affairs, U.S. Citizenship & Immigration Services

Mr. James McCament has served as chief of OLA since January 2009. In this capacity, he oversees USCIS interaction with members of Congress and their staff on matters of legislative development, immigration policy, USCIS operations and individual cases of interest. Collectively, the OLA team ensured timely and effective responses to more than 150,000 Congressional inquiries received in fiscal year 2013.

Mr. McCament previously served as the Department of Homeland Security (DHS) Field Office director in Havana, Cuba. There, he worked as part of the U.S. Interests Section (USINT) to supervise the processing of refugees from Cuba and the adjudication of approximately 18,000 of the 20,000 travel documents issued each year under the 1994 U.S. Cuba Migration Accords. Mr. McCament served from February 2006 to March 2008 as senior counselor to the Director of USCIS. He maintained a wide-ranging portfolio of responsibility for strategic analysis and advice regarding matters of key missions, operations, politics, and interagency affairs.

From September 2003 until joining USCIS in February 2006, Mr. McCament held the position of special advisor to the Secretary of DHS. Under Secretaries Ridge and Chertoff, Mr. McCament was closely involved with a spectrum of key departmental operational subject areas, including the science and technology directorate, immigration and related policy matters. From 2005 to 2006, on behalf of the Office of the Secretary, he played a key role in the preparation of 13 departmental candidates for Senate confirmation including Secretary Chertoff, the deputy secretary, general counsel and other senior headquarters and agency appointees.

Mr. McCament joined DHS in March 2003 as a founding member of the DHS Office of the General Counsel. In addition to receiving his Juris Doctor from the University of Notre Dame Law School Mr. McCament studied as a senior executive fellow with the Harvard Kennedy School of Government, and is a graduate of the Federal Executive Institute’s “Leadership in a Democratic Society” program.

WGR event registration fees must be paid in advance. If you are unable to attend, you may send a substitute, however you are responsible for the difference in fees if the individual is a non-member. The deadline to receive a refund is three (3) business days prior to the event. The request must be received in writing, prior to the deadline.
