Jennifer Mitchell was appointed by recently-elected Governor McAuliffe in January of this year to serve as the Director of the Virginia Department of Rail and Public Transportation (DRPT). Jennifer is a senior-level transportation professional who specializes in the implementation of public transit projects, with a particular emphasis on developing financial plans and advancing projects through planning, design and construction. Prior to joining DPRT she was an Assistant Vice President with Parsons Brinckerhoff, a transportation consulting firm. Ms. Mitchell was developing funding and implementation plans for several large transit projects in Baltimore, Honolulu, Los Angeles, and San Diego. She frequently advised state and local agencies on securing funding from USDOT programs, particularly for receiving FTA "New Starts" funding. She also worked with the DRPT to provide technical support to the Transit Service Delivery Advisory Committee on implementing a performance-based framework for operating and capital funding programs.Ms. Mitchell has over twenty years of experience working on transportation projects based in the Washington, DC, metropolitan region. Prior to joining PB she worked with DRPT and the Metropolitan Washington Airports Authority as Deputy Project Director for the Dulles Corridor Metrorail Project, which began construction in 2008. She held several positions working on the Dulles project throughout its environmental and planning phases, and had a central role in securing federal funding for the project. Prior to working on the Dulles project, she held other consulting positions in which she worked on public transit, highway, airport and port projects across the U.S. and internationally.Prior to joining DRPT, Ms. Mitchell served as Chair of the Transportation Commission in the City of Alexandria, Virginia, and was appointed to the Mayor's Strategic Planning Committee for Transportation. Jennifer is an Eno Transportation Foundation Fellow and a member of the Eno Foundation's Board of Regents. Jennifer serves on the American Public Transportation Association's Policy and Planning Committee, Co-Chair of APTA's Metropolitan Planning Subcommittee, as Vice Chair of the American Public Transportation Foundation, and was elected as Treasurer for the Women's Transportation Seminar's International Board in 2010. She was also named the WTS - DC Chapter Member of the Year in 2010. Ms. Mitchell has a Masters in regional planning from the University of North Carolina - Chapel Hill, and a Bachelor of urban planning from University of Virginia.
