He is a member of CAI's College of Community Association Lawyers and was a principal author of Pennsylvania's Uniform Planned Community Act. Marshal is the current Real Property Division Chair of the Pennsylvania Bar Association’s Real Property, Probate and Trust Law Section as well as being a member of CAI’s Pennsylvania Legislative Action Committee. He concentrates his practice in the field of community association law, real estate and construction litigation. Mr. Sugarman is a member of the prestigious College of Community Association Lawyers and a past president of the Community Associations Institute (CAI), Pennsylvania/Delaware Valley Chapter. A past and current chairman of CAI’s Legislative Action Committee in Pennsylvania, Mr. Sugarman actively participates in the drafting of key legislation governing common interest communities in Pennsylvania and serves as an expert in community association matters brought before our courts and legislature. Stefan Richter, Esq., CCAL, is an attorney and partner with Clemons Richter & Reiss, PC in Doylestown, PA. He graduated from Temple University with a B.A. in Philosophy and Temple University School of Law. He specializes in all aspects of community association law, including assessment collections, document interpretation and amendments, covenants enforcement, transition issues, and associated litigation. Stefan has been a volunteer on various committees with the Pennsylvania & Delaware Valley Chapter of CAI, has served as Chair of the PA Legislative Action Committee, and served as President of the chapter's Board of Directors in 2010.
