Program Description
When patients and caregivers have access to their health records, they can better coordinate their care, prevent repeat or unnecessary tests and procedures, and have greater control over their health and well-being. More patient health information is available electronically — but patients and caregivers still face challenges in accessing, using, and sharing their data. Patient portals may not include all the information patients need, and what is there may be inaccurate or incomplete; often, health data cannot be requested or shared electronically, or transferred to other health care clinicians without a cumbersome, multi-step request process.

 

In July 2017, the Office of the National Health Coordinator (ONC) found that while more health information is available to patients electronically, patients and caregivers are burdened by non-interoperable systems and face hurdles obtaining the health information they need electronically, seamlessly, and conveniently. In April 2018, ONC launched a new consumer-facing interactive online resource, the Guide to Getting & Using Your Health Records, to improve patients’ access to their electronic health information. According to recent data, almost half of individuals nationwide were not offered access to their health information by a health care provider or insurer. The guide was developed in partnership with the Office for Civil Rights (OCR) and shows patients, parents, and caregivers how obtain a copy of their or a loved one’s health record, check it for accuracy, and use it to better manage their health and their care.

 

ONC is committed to addressing large-scale access and portability issues to help in creating a medical records request process that works for everyone. Attend this webinar and hear stories about patients’ experiences with requesting their medical record, illustrated by personas and journey maps, as well as tips on creating a better records request process. We will provide a demo of the Guide to Getting & Using Your Health Records, and discuss opportunities that health care systems can implement to create a streamlined, user-friendly and electronic medical record request process for patients.
