Without A Quorum, How Will FERC Operate? Senior FERC Staff Answer Your Questions

Wednesday, February 22, 2017 - 10:00am to 11:00am (ET)

Location:  Web Based Conference Call

Program Overview:

With the resignation of Chairman Norman Bay on February 3, the Federal Energy Regulatory Commission (FERC) is left with only two sitting Commissioners and faces a lack of quorum for the first time in over 20 years.  Without the quorum necessary for the Commission to issue a decision, how will FERC continue to regulate interstate transmission of electricity, natural gas, and oil and review proposals?

On Wednesday, February 22, from 10:00am to 11:00am (ET), FERC General Counsel David Morenoff and colleagues from the Office of the General Counsel will hold a teleconference open exclusively to Energy Bar Association members to discuss and answer questions regarding how the absence of a quorum affects FERCs operations, what delegated authority FERC's staff has to act during the lack of quorum, and what this means for cases before FERC. This program will be interactive and speakers will attempt to answer all of your questions.

Please join us for this unique discussion and question and answer session with FERC officials on the front lines of keeping the Commission's business moving forward until the new Administration is able to confirm appointees to the vacant commission seats. The discussion will be available via a web-based teleconference.

Panelists:

David Morenoff, General Counsel, Federal Energy Regulatory Commission
Larry Greenfield, Office of the General Counsel, Federal Energy Regulatory Commission
Jacqueline Holmes, Office of the General Counsel, Federal Energy Regulatory Commission
John Katz, Office of the General Counsel, Federal Energy Regulatory Commission
