Program Description
Many taxpayers unable to resolve tax debts administratively with the IRS or state taxing authorities because their incomes are too high, or collection enforcement becomes unmanageable.  Although the intersection of tax and bankruptcy law is complicated, taxes are often dischargeable and is the best solution, particularly with the added financial problems caused by the COVID 19 pandemic.  This presentation will provide an overview of bankruptcy chapters 7, 13 and 11 and discuss the rules and relevant case law for discharging taxes in bankruptcy.

Russell Haynes
 
Russell Haynes is a tax controversy attorney with the firm of Burton J. Haynes, P.C., in 
Burke, Virginia. He works primarily with businesses that have federal and state employment tax problems, including worker classification issues, and personal exposure to the Trust Fund Recovery Penalty an
d converted state tax assessments. Russ also works with individuals having non-business-related tax problems. Like his dad, B.J. Haynes, Russ has become an authority on the treatment of tax liabilities in bankruptcy, and teaches seminars on that subject for the Maryland State Bar Association, the University of Baltimore Law School, the American Bar Association Tax Section, and other professional associations of tax practitioners.
 
Russ is a graduate of the George Mason University School of Law (magna cum laude, tax concentration) and is admitted to the Virginia Supreme Court, the U.S. Tax Court, and the U.S. District Court for the Eastern District of Virginia. He is a member of the American Bar Association, the ABA Tax Section and the ABA Committee on Civil and Criminal Tax Penalties, the Virginia State Bar Association and VSB Taxation Section.
 
AAA-CPA continuing education programs are designed to meet the needs of Attorneys and CPAs and to qualify for credit both as CPE and CLE. Of course, the decisions of various state authorities determine the actual credit granted. There are no prerequisites or advance preparation requirements for this course.

(AAA-CPA) is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. *(M)CLE varies by state. If you require (M)CLE in a specific state, please send a request to
meetings@attorney-cpa.com and we will do our best to arrange for credit. Please note that most state bars will accept our Certificates of Attendance sent in by the attorney and NOT charge a fee. A general Certificate of Attendance will be made available for those professionals who feel the program satisfies their continuing education requirements and are able to self-file.
