DESCRIPTION:

Because of the Strengthening Career and Technical Education Act for the 21st Century, July 2018, (known as Perkins V), career and technical administrators are required to submit their Perkins application for federal funding based on data supplied by a Comprehensive Local Needs Assessment (CLNA). This must be conducted every other year, beginning in 2019-2020.  Conducting a CLNA and using this data is something new for career and technical administrators.  In part, the requirement and need for a CLNA is based on the philosophy of the whole child movement developed by ASCD and the U.S. Centers for Disease Control and Prevention (CDC), and launched in 2014, to “better align the policies, processes, and practices of education, public health, and school health, and in doing so, improve learning and health” (The Whole Child, 2015).  The exact process of conducting and using the data from the CLNA supported by the Bureau of Career and Technical Education (BCTE) at the Pennsylvania Department of Education is still unfolding, but the clock is also ticking.  The CLNA must be conducted and submitted by January 2020.  Information is actively being disseminated from the BCTE based on the state’s own Perkins transition plan.  To ensure that the information from the BCTE is disseminated and that the administrator’s work is being supported with training, this program in collaboration with the BCTE will provide six (6) hours of webinars, PowerPoint presentations, interviews, and three job embedded assignments that will support the administrator in learning about the whole child concept, understanding and using socio-economic and risk factors to successfully implement the CLNA and submit the 2020-2021 Perkins application to support student achievement. 

 

 

 

The job embedded assignments are: (1) create a presentation about the concept of whole school, whole community, whole child to the Perkins Participatory Planning Committee to solicit input for members of the Comprehensive

 

Local Needs Assessment. (2) Create an action plan using the BCTE template to meet the social, emotional, and learning needs of the career and technical student population in your school.  (3) Create an action plan using the BCTE template to meet the business and economic needs of the community that your school serves. 

 

Administrators will gain skill and evidence for components of the Framework for Leadership in Domains 1a, 1b, 1d, 2a, 2b, 2c, 2e, 3a, 4a, and 4b.
