David Warner serves as Principal Counsel with the Maryland-National Capital Park and Planning Commission in Upper Marlboro, Maryland specializing in land use and local government law. His past experience includes service as a city attorney for municipalities in California and Illinois, counsel to private development companies, and positions with the National Archives and Records Administration and State of Wisconsin. His work focuses on a broad range of zoning, subdivisions, and planning issues involving complex development projects, administrative procedures, and litigation. He serves on IMLA’s Executive Committee.
