The FY2020 hospice payment rule issued in late April proposed several policy changes that, if finalized, have the potential to dramatically impact hospice finances and operations. They included:
- "Rebasing" of General Inpatient Care (GIP), Inpatient Respite (IRC) and Continuous Home Care (CHC) rates and a 2.71 percent reduction in Routine Home Care (RHC) rates
- Expansions to the hospice election statement and creation of an election statement addendum outlining items and services that are “unrelated” to the terminal illness and related conditions
- Elimination of the one-year “lag” in data used for the wage index
- Updates to the Hospice Quality Reporting Program and future plans for Hospice Compare
